According to the No. 87 Announcement,
in order to enhance the imported cotton inspection and quarantine
supervision and administration, prevent the trade from deceptive
practices (e.g. shoddy cotton, adulteration in imported
cotton, etc.), ensure the quality of imported cotton, AQSIQ
decided to implement the registration administration of
the oversea cotton supplier enterprises exporting cotton
to China mainland in accordance with the provisions of the
Law of the People's Republic of China on Import and Export
Commodity Inspection and its implementation rules.

AQSIQ approved total 2169 registered scrap suppliers for
their renewal applications.
On 2008-9-17, AQSIQ approved more registered

imports of scrap materials, AQSIQ will require 100% unstuffing
inspections on their containers.

These 33 registered suppliers include
13 Canadian suppliers, 15 Hongkong suppliers and 5 Japanese
supplier. The 33 suspended registration numbers had been

2007-6-12:
AQSIQ announced Renewal Policy for the registered scrap
suppliers.
From 2007-7-1, AQSIQ starts to accept
the application to renew Registration of Overseas Supplier
of Imported Scrap Materials. The registered oversea supplier
can apply to AQSIQ for renewal within three to six months
before its expiration date. Those registrations without
renewal application will expire automatically after expiration
date.
2007-5-29:
AQSIQ cancelled 2 Polish and suspended 1 Japanese registered
scrap suppliers.
During the on-site inspections on 2 Polish
registered scrap suppliers, AQSIQ found out the existing
situations of these suppliers were badly inconsistent with
their applications.
AQSIQ also suspended one Japanese scrap
supplier because the carried wastes within the scrap plastics
imported by this supplier exceeded the standard.
The 2 cancelled registration numbers and
1 suspended registration number had been listed.
2007-3-19:
AQSIQ starts new registration policy on domestic consignee
of imported scrap materials in China mainland.
Beginning from 2007-4-1, AQSIQ accepts
the application from the domestic consignee of imported
scrap materials. If the domestic consignee qualifies, the
registration certificate of domestic consignee of imported
scrap materials will be granted.
After 2007-9-1, the entry-exit authorities
will only accept and process the import of scrap materials
requested by registered consignees.
This new registration is for the consignee
of imported scrap materials who is located in China mainland,
while another different registration for the oversea scrap
suppliers has already existed for several years.
2007-3-19:
AQSIQ auditors are inspecting the applicants who have passed
the document assessment of the application for registration
as overseas supplier of imported scrap materials in 2006.
The auditors mainly come from CCIC oversea
branches. The purpose of this on-site inspection is to make
sure the applicant is a real company, not a bogus one. Due
to this on-site inspection requirement, the announcement
of last batch of approved registration numbers in 2006 was
delayed. After this on-site inspection is completed, the
batch of approved registration numbers would be announced
soon. The total amount of applicants who have passed the
document assessment of the application for registration
as overseas supplier of imported scrap materials in 2006
is around 310, so the total amount of approved registration
numbers to be announced could be around 310 or even less
if any applicant failed the on-site inspection.
2007-2-8:
AQSIQ cancelled 3 registered scrap suppliers and reinstated
2 suspended numbers.
During the on-site inspections on these
3 registered scrap suppliers, AQSIQ found out their existing
situations were badly inconsistent with their applications
and had to cancel their registration numbers. These 3 registered
suppliers include two American suppliers and one Canadian
supplier.
AQSIQ reinspected two suspended Swedish
suppliers after these two suppliers rectified and improved
their systems to satisfy the requirements, and reinstated
their suspended registration numbers.
The 3 cancelled and 2 reinstated registration
numbers had been listed.
2007-1-29:
AQSIQ cancelled 24 registered scrap suppliers.
During the on-site inspections on these
24 registered scrap suppliers, AQSIQ found out their existing
situations were badly inconsistent with their applications
and had to cancel their registration numbers.
These 24 registered suppliers include
15 Hongkong suppliers, 3 Malaysian suppliers, one Japanese
supplier, 2 Macau suppliers and 3 Singaporean suppliers.

During the on-site inspections on these
registered Italian scrap suppliers, AQSIQ found out the

were inconsistent with their applications. AQSIQ had suspended
the registration numbers of these three suppliers, and required
these three suppliers to rectify.

of oversea scrap suppliers soon.
As confirmed by AQSIQ, the new batch of
registration numbers of oversea scrap suppliers will be
announced before Chinese New Year, probably around Feb.

AQSIQ started again evaluations on all applications for
Registration of Overseas Supplier of Imported Scrap Materials
from this month.
After the release of two batches of registration
numbers on July, AQSIQ started again a new round of evaluation
on all applications from this month. Many applications have
been disqualified and required to supplement qualified documents.
Quite a lot of applications have been rejected as their
supplemented documents were still disqualified. This round
will end at the end of this year.
One very important reminder to the applicant
companies: AQSIQ NEVER designated or authorized any
foreign-own companies as its agents. Since AQSIQ is a Chinese
central governmental department, a foreign-own company has
no way to represent AQSIQ under any circumstances.

According to the No. 44 Announcement,

of labels used on imported foods and cosmetics before import.
The labels will be inspected at the port of entry by CIQ,
and the labels on imported foods and cosmetics must comply
to the Chinese National Standards and regulations; otherwise,
the labels may need to be rectified until satisfying the

Among 122 cancelled suppliers, at least
three batches of the scrap materials imported by each of
15 suppliers had violated the environmental protection standards,
one supplier had no import/export activity for one year,
other 106 suppliers had not applied for renewal in time.
AQSIQ also requires on-site assessments
on 9 registered scrap suppliers import by land because two
batches or less of the scrap materials imported by each
of these 9 suppliers had violated the environmental protection
standards.
The 122 cancelled registration numbers

2006-7-18:
AQSIQ implements regular administration on WPMs after 2006-7-1.
To prevent the live pests from entering
China with the wood packaging materials(WPMs), AQSIQ has
implemented the new rules on WPMs by granting a transition
period from 2006-1-1 to 2006-6-30. After 2006-7-1, AQSIQ
implements regular administration on WPMs. By following
International Standards for Phytosanitary Measures, the
WPMs used by the cargos imported to China must be certified
by phytosanitary authorities of exporting countries and
IPPC marks must be applied. The regulation details on WPMs
used by imported cargos had been released by AQSIQ in the
No. 11 and No. 32 announcements of year 2005.
2006-7-14:
AQSIQ announced the first and second batches of approved
registration numbers in this year.
According to No. 91 and No. 101 Announcements
by AQSIQ on 2006-7-14, total approved registration numbers
of both Announcements are 210 numbers.
No. 91 Announcement is dated 2006-6-30
which is exactly same as we predicted before. We also predicted
on 2006-7-5 for these announcements. Our predictions had

as well. No other agents can make such accurate predictions

2006-2-24:
AQSIQ implements new environmental protection control standards
on imported scrap materials as raw materials, to further
standardize the administration on imported scrap materials
and prevent from environment pollution caused by imported
scrap materials.
New standards would be compulsory and
more stringent than original standards. For example,
- All imported scrap materials must go through the
radioactivity examinations, instead of scrap metal only
as original.
- The rate of materials generally limited to be carried
in the scrap paper has been changed to not exceed 1.5%,
instead of original 2.5%; and the rate of materials
strictly limited to be carried in the scrap paper has
been changed to not exceed 0.01%, instead of original
0.03%.
- Recyclable materials in the imported scrap hardwares/appliances
should be not lower than 80% of the total weight of
imported scrap hardwares/appliances, and the rate of
recyclable metals contained in the imported scrap hardwares/appliances
should be not lower than 60% of the total weight.
2006-1-25:
AQSIQ sent out all registration certificates for applications
in year 2005 via UPS International Express between 2006-1-23
and 2006-1-25.
The approved applicants in year 2005 should
get their certificates very soon. We have informed our clients

Reminder Announcement for AQSIQ Registration.
AQSIQ reminds all applicant enterprises
that they can check their own application status on the
website:
http://scrap.eciq.cn. In order to avoid the losses on
the time and cost, the applicant enterprise should not go
through the nonstandard agents who can not or refute to
provide online status tracking service, or promise to pass
the registration evaluation in a very short time. The actions
and promises from these agents can not be supported or guaranteed
by AQSIQ.
Based on the latest scrap supplier registration
application situations of year 2005 released by AQSIQ recently,
a statistical sampling result shows about 40% applicant
enterprises went through the agents for the applications.
Among these enterprises, except very few applications had
passed the AQSIQ evaluations, most enterprises going through
agents had been rejected by AQSIQ. These rejected enterprises
need to wait for 6 months to be qualified for re-application.
This would cause extreme losses to the applicant enterprise.
Also, the enterprise needs to be reminded that most agents
on the market have no capabilities to assist the enterprise
to pass the AQSIQ registration evaluation.

2006-1-9:
AQSIQ implemented new rules on wood packaging materials
from 2006-1-1.
According to No. 2 Announcement released
by AQSIQ on 2006-1-1, to prevent the live pests from entering
China with the wood packaging materials(WPMs), by following
International Standards for Phytosanitary Measures, the
WPMs used by the cargos imported to China must be certified
by phytosanitary authorities of exporting countries and
IPPC marks must be applied. The regulation details on WPMs
used by imported cargos had been released in the No. 11

During the initial implementation period
from 2006-1-1 to 2006-6-30, to reduce impacts on the regular
trades, following situations would be treated accordingly:
- If live pests found in the WPM with IPPC mark, the
WPM would be fumigated or heat treated or destroyed.
- For the WPM with mark not complying with IPPC format,
if no live pest found, it will pass; otherwise, the
WPM would be fumigated or heat treated or destroyed.
- For the WPM without IPPC mark, CIQ would issue violation
notification to the importer, and inspect the WPM. If
no live pest found, it will pass; otherwise, the WPM
would be fumigated or heat treated or destroyed.

AQSIQ released 260 registration numbers on the last day
of 2005.
According to No. 199 Announcement released
by AQSIQ on 2005-12-31, only 260 registration numbers were
released.
Among these 260 companies, only 34 applications
were submitted in year 2005, other applications had been
submitted in year 2004 and supplemented sufficient documents
later. So, based on the total amount of more than 5000 applications
submitted in year 2005, to pass the evaluation in year 2005
is far more difficult than year 2004. This is as we predicted
before. As we know, about 72 companies had been selected
to go through the on-site assessment before they can be
approved for registration.

During the National Entry-Exit Inspection
and Quarantine Directors Conference from 2005-12-16
to 2005-12-17, Mr. Li, Changjiang, the chief of AQSIQ, addressed
a report of "Earnestly Implement and Fulfill the Views
of Scientific Development, Make Efforts to Enhance the Efficiency
of Inspection and Quarantine to the Development of Economic
and Society" to summarize the inspection and quarantine
jobs in this year, and deploy the tasks for next year.
For the aspects related to scrap raw materials
imports, this report emphasized that the tasks of next year
would include:
"Stoutly prevent the imports of poisonous
and noxious materials. ... Consummate the pre-shipment inspection
on the imports of the materials in high risk, consummate
the registration system of scrap raw material suppliers,
rigorously enforce the import record system of used electromechanic
products, tighten up the port inspections, stoutly block
the imports of unqualified scrap and used materials, radioactive
materials, used electromechanic products and used medical
devices, attack all illegal activities of maliciously transferring
trash to China."

AQSIQ has decided to keep the application
of Registration for Oversea Suppliers of Waste Materials
Imports opened all the time. The applicant enterprises can
submit the application at any time. Also, AQSIQ will arrange
the expert group to evaluate the applications once per two
or several months, instead of once or twice per year.
However, the applicant enterprises are
still needed to comply to all requirements of the registration.
Till today, Dec. 8, 2005, AQSIQ never approved or released
any registration number for the applications in this year.

AQSIQ hosted a news conference on Sep. 7th to
further explain the policy of Registration for Oversea Suppliers
of Waste Materials Imports.
AQSIQ emphasized that the applicant companies
should understand and be familiar with the Chinese policies
very well. For example, most of applicant companies submitted
the employee training programs focused on their own administrative
procedures. However, AQSIQ expects the training program
should focus on the education of Chinese environmental policies
related to scrap materials import. The key point on the
registration is the fact that the applicant company should
have a good quality and environmental control system satisfied
the Chinese environmental protection and other compulsory
regulations. The applicant company itself should understand
and be familiar with the Chinese policies related to scrap
materials import very well.
There are many countries in the world
having more strict environmental and scrap materials import
policies than China. China does not mean to close the door
for scrap materials import, but would like to welcome those
suppliers with scrap materials in good environmental quality
satisfied the Chinese regulations.

AQSIQ released No. 131 Announcement on Sep. 7th
to allow the scrap plastic imports from Japan through registered
Japanese suppliers.
Because some Japanese shippers deceived
Chinese Customs by hiding a lot of unuseful hazardous materials
in the scrap plastic containers and caused many severe environmental
problems in China, AQSIQ had released the No. 47 Announcement
on May. 8th, 2004 to block all scrap plastic
imports from Japan.
After several negotiations between Japan
and China, and returned the involved scrap plastic containers
to Japan, AQSIQ decided to allow the scrap plastic imports
from Japan through registered Japanese suppliers on Sep.
20, 2005. However, the registered Japanese scrap plastic
suppliers should follow the Chinese standard
GB16487.12 to control the environmental
protection quality of scrap plastic for import into China.

AQSIQ has released an announcement on July 29th, 2005 to
start the application process of Registration
for Oversea Suppliers of Waste Materials Imports.

want to apply on your own, we can provide the instructions
and application form.
To friendly remind you, AQSIQ
NEVER authorized any "registered" waste supplier
to use the logos of AQSIQ and CCIC or to be AQSIQ's agent.
Those "registered" waste suppliers are not allowed to represent
AQSIQ under any circumstances. It's illegal to transfer
their registration numbers to other companies for use. Their
success in past does not mean they can guarantee you will
get approval. There were many companies having been cancelled
the registration numbers due to their applications inconsistent
with their practices. AQSIQ has decided to evaluate the
applications with more rigid and higher standards. If you
still follow the "succeeded" application in past, you must
be very CAREFUL!
All application documents you are going
to submit must be in Chinese or Chinese and Foreign Language
Bilingual version. The official seal and legal owner's signature
of the applicant company must be born on every document.

2005-7-14:
AQSIQ will release an announcement in July 2005 to start
the application process of Registration
for Oversea Suppliers of Waste Materials Imports.
This is officially confirmed by AQSIQ,
but the exact date is not set. If you have any question,

The latest list of registered suppliers has been released
by AQSIQ.
If you haven't registered yet, please
contact us as soon
as possible.
If you submitted your application before
August 1, 2004 and got denied by AQSIQ, you will receive
the Disqualification Notification from AQSIQ. You could
re-apply for the registration 6 months after the issurance
of disqualification notification. Please

2004-11-10:
According to the newest No. 159 Announcement from AQSIQ,
after Jan. 1, 2005, the entry-exit authorities will only
accept and process the import request of waste material
from registered suppliers, instead of Nov. 1, 2004 as announced
before.**
**Many companies got confused by this
deadline. This Jan.1,2005 deadline means that, after Jan.1,
2005, the supplier couldn't import the scrap materials into
China if the supplier has no registration number. However,
the supplier can apply for the registration number at any
time. There is NO deadline for the application. If you want

What's the meaning of AQSIQ?
- AQSIQ means the "General Administration of Quality
Supervision, Inspection and Quarantine" in China.
- AQSIQ is the top-most quality inspection and quarantine
supervision department in China, inspecting the quality
of products made and sold within domestic market and
also imported into Chinese territories, administering
certification and standardization.
- CIQ, one arm of AQSIQ as the border control, will
inspect imported cargos in China to make sure the cargos
satisfy the rules, laws, and regulations of China.
- When you import your containers of scrap materials
into China, CIQ will require your AQSIQ registration
number.
- AQSIQ is one of Chinese central governmental departments
and we are subordinate to it.
- AQSIQ does not designate or authorize any foreign-own
companies as its agents.
- AQSIQ has many import regulations, like scrap supplier
registration, pattern approval of measuring instruments,
import permit of pressure vessel/boiler, registration
of meat/poultry suppliers, inspection of imported painting
and stone/stoneware, etc.
Are Ore, Cotton, Plastic considered
as Scrap/Waste Materials?
AQSIQ provides a
list of scrap/waste materials
with HS code. If the HS code of your product falls into
the range, you are required to register.
